天文数字的售前顾问费

据新西兰先驱报名记者Audrey Young周三报道：财政部就出售国家公有资产的售前花销作出巨额预算。据报道仅在今年大选前就出售公共资产的售前顾问费和调研费的总预算开支会高达六百万。政府目前正在为出售四个国有能源公司和新西兰航空公司做准备，预计总的出售金额会在六十亿到七十亿之间。虽然政府表示不会在大选前出售任何国有资产，但是预计的出售金额已经包括在今年的预算案中。

财政部的负责国有资产部门的总经理John Crawford说在本月或者下个月初就出售公有资产的顾问的合同就开始了，然后有关的调研顾问也会陆续上岗。这些顾问都是从财政部以外的人员中招聘，他们的预算开支到今年年底为止总共是六百万纽币。

分管国有企业的部长Tony Ryall在周三国会的“经济和消费委员会”的会议中交代就出售国有资产的开支在大选后会有更大的增加。“经济和消费委员会”的成员被告知纳税人要准备为出售国有资产的一切手续费买单。

会计师和律师的费用超过千万

出售资产中的会计师和律师费的支出很可能要超过一千五百万。据以往的经验，在上次出售另外一家电力公司Contact Energy时，仅会计师和律师的费用是总售出金额的1.8%。由此计算得出这次出售五家国有资产的费用很可能会超过一千五百万。

分管国有企业的部长Tony Ryall说政府会得到一个好价钱的。他说因为这次出售的国有资产的总金额是非常大的，因此出售的手续费如果按照百分比来计算肯定是一个惊人的数字，但是重要的是要确保国家达到预期的目标。

五家国有资产的现有财政状况

这些即将出售的国有资产每年的投资回报率究竟是多少？

在今年的预算案中显示这些资产的预期投资回报率是3%，但是财政部的国有资产部门的总经理John Crawford和Tony Ryall在周三的“经济和消费委员会”的会议中都表示其投资回报率会是在百分之十几。工党的财政发言人David Cunliffe就这两种不同的数字提出质疑，提问这是不是政府在预算案中有意的要降低其每年的投资回报率，从而使人们能比较容易地接受国家出售公有资产这一举动？部长Tony Ryall被问得哑口无言，表示就这两种数据的不同做进一步的调查。

1.      Meridian Energy

Meridian 电力公司的现有价值是纽币63亿-65亿，5年中平均的股票投资回报率是14.9%，2010年六月上缴国库的盈利是纽币$3.53亿，现有员工804人。

它是新西兰最大的一个国有电力公司，提供全国供电的30%。它包括水电站，和在南岛和帕梅斯通的风力发电站。它同时在澳大利亚和美国都有能源方面的投资。

2.      Mighty River Power

Mighty River 电力公司的现有价值是纽币37亿-38亿，股东的投资回报率是42.9%，上缴国库的盈利是纽币$2.86亿，现有员工821人。

它占全国总供电量的16%，拥有9个水电站，4个地热发电站并有计划建设风力发电站。它下属的“Mercury Energy”（很多市中区的用户都是这家电力公司的用户，每年它的用户都会收到分红）为400，000用户提供电力和煤气。

3.      Genesis Power

Genesis 电力公司的现有价值是纽币16亿-17亿，股东的投资回报率是5.5%，上缴国库的盈利是纽币3千9百万，现有员工961人。

它为全国提供19%的用电，主要是有地热，水电站和风力发电。

4.      Solid Energy

Solid电力公司的现有价值是纽币17亿，股票的投资回报率是115.1%，上缴国库的盈利是纽币5千4百万，现有员工1223人。

它主要提供新西兰的国内和出口煤炭的来源，同时还有煤气发电和太阳能发电。

5.      Air NZ

新西兰航空公司的现有价值是纽币15亿，股东的投资回报率是19%，上缴国库的盈利是纽币5千4百万，现有员工10，500人。

作为国有的航空公司在2001倒闭，后来由国家投入资金起死回生，现国家拥有76%的股份。在2010年12月，国有的总资产是0.8亿。

显然这些公司都是非常大型的能源公司，目前的收入状况和投资回报都非常的好。老百姓常常问到的一个问题是为什么要出售这些赚钱的公司呢？如果按照政府的预算来卖掉这些公司，国家是不是合算呢？

我们现在就来算个账。

根据上面提供的数据，这五家国有资产每年上缴国库的总收入是7.86亿，四家电力公司为全国提供超过65%的电力，同时占据重要的战略地位。这些收入自然会用于学校，医院，国家的基础设施建设等等，国家和每个公民都会受益。

如果把这些国有公司卖掉的话，按照今年的预算案中提供的数字，出售这些国有资产的49%的股份预计总的出售金额会在六十亿到七十亿之间。但是一旦卖掉这些资产国家每年的收入就会减少7.86亿。同时再减去售前和出售公司中所产生的高额会计师和律师费，也就是说不到8-9年的时间，我们将会是血本无归 –国家即失去了具有战略性的国有资产，又丢掉了每年7.86个亿的国有收入。

这个账算起来非常令人费解，究竟谁是这个计划的赢家呢？国家又会如何保障这些出售的资产不会落入外国人的手中呢？

以卖掉电力公司为开始，国家党计划出售国有资产，这会让新西兰选民清楚在今年大选中自己要站在哪一边。

工党领袖菲尔∙高夫日前再次强调：工党领导下的政府不会出售国有资产。

出卖国有资产以经济意义来衡量是疯狂行为。电力企业每年给我国的回报是7亿纽元–我们将永远损失这笔巨利。用这笔钱，可以雇请10,300位教师、12,600个新警员，或者支付33000个髋关节复位手术的费用。

国家党在1999年卖掉Contact电力公司，此后10年间我国已经损失了10亿纽元的红利。

国家党声称出卖国有资产对新西兰老百姓是有利的。但是这些资产本来就已经属于我们老百姓所有，所以国家党的说法不成立。再说，眼下许许多多老百姓连电费都快付不起了，更别提拥有某个电力公司的股份了。

当国家党政府把Contact公司私有化时，大多数股份很快就落入外国投资商手中。

国家党没有从他们上次执政的失败中吸取教训。现在，多半是出于意识形态的原因，他们又要出卖国有资产了。

不出售我国电力企业的另一个重要原因是，卖掉这些企业将迫使电价上升，而新西兰消费者付的电费早就已经太多了。

时下物价飙升速度远超出人们薪水，本国消费者最不想看到的就是电费甚至涨得更快，而高电费却是私人投资商想要的。

诸如汉特利电站（Huntly Power station）和本莫尔水坝（Benmore Dam）这样的资产是新西兰人自主建设、代代相传的人民企业，它们已成为周边社区和环境以及很多地区的地方史的一部分。

国有资产的命运对新西兰人至关重要。一旦我们的资产被出售，就意味着它们一去不返了。工党是唯一一个能保证国有资产留在新西兰人手中的政党。

Only Labour can stop asset sales

National’s plan to sell off state owned assets, starting with power companies, gives New Zealand voters a clear choice at this year’s election, Labour Party leader Phil Goff said today at the launch of Labour’s new billboards in Auckland.

“Under Labour there will be no asset sales,” Phil Goff saId.

“It is economic madness. The power companies return $700 million in dividends every year – that will be lost forever. This pays for 10,300 teachers, 12,600 new police officers or 33,000 hip replacements.

“And $1 billion of dividends has been lost over the past decade as a result of National’s sale of Contact Energy in 1999.

“National claims selling the assets will be good for mums and dads in New Zealand. But all of us already own these assets, so it doesn’t make sense. And many mum and dads can barely afford their power bills let alone shares in a power company.

“When the National Government privatised Contact Energy, most shares quickly ended up in the hands of foreign investors.

“National has learned nothing from its failures when last in Government. And now, mainly for the ideological reasons, it once again wants to sell off this country’s assets.

“Another very important reason for not selling our power assets is that asset sales will force up the price of power to consumers and New Zealanders are already playing too much for their electricity.

“When prices are soaring ahead of wages and the last thing Kiwi consumers need is their power prices going up at an even faster rate, because that is what private sector investors will demand.

“Assets like the Huntly Power station and the Benmore Dam were built by New Zealanders for New Zealanders over generations. They are part of their surrounding communities and the history of many regions.

“This is a critical issue for New Zealanders. Once our assets are sold they are gone forever. Labour is the only party that can ensure we keep them in Kiwi hands,” Phil Goff said.

新西兰人工资的涨幅远远落后于通货膨胀的速度，老百姓挣扎度日，一天比一天更艰难。

5月3日统计局公布的数据显示国人薪水到3月份上一财政年度末为止只涨1.9%。

这比起4.5%的通胀率是太低了。而这意味着太多的新西兰家庭在捉襟见肘地过日子。

情况本来不必这么糟。2008年9月之前工党执政时，当年员工工资的最高涨幅曾达4%。和现在的1.9%形成鲜明对比。

如今在新西兰只有那些公司的CEO们过得好，去年他们都得到大幅加薪，平均薪资涨了20万纽元，基本等于约翰基付给他那些有钱的伙计们的超出我国承受力的庞大减税的总额。

看样子，国家党才不在乎绝大多数中低收入的新西兰人面对物价飞涨正不知所措–比如，和两年前相比，现在每公升汽油涨了87仙。

一般家庭一周用掉汽油24公升。工资属于平均水平的全职员工过去两年里所涨薪资的一半都要花在汽油费上。

这还不算。再加上看医生的费用上涨，食品价格和电费的飙升，小孩子的幼儿园费用也在涨–除非你真的是从约翰基为他的富人伙伴的慷慨减税中得了好处，否则你的生活只会被越来越深地拖入绝境，很难看到出路。

因为行动党新党魁唐布拉什势必向基/布拉什联合政府大力施加极右影响，我国中低收入阶层将面临更严酷的打压。

我们知道唐布拉什代表的是什么。工党一定会奋战到底–不让毁灭我们国家的计划得逞。

Wage growth less than half inflation rate

Wage growth is lagging well behind the rate of inflation as Kiwis struggle increasingly desperately to cope with the cost of living, Labour’s Finance spokesperson David Cunliffe said today.

“Figures released today by the Department of Statistics show that wages increased just 1.9 per cent in the year to the end of March,” David Cunliffe said.

“That is less than half the 4.5 per cent rate of inflation. That means real hardship for too many Kiwi families.

“It does not have to be like this,” David Cunliffe said. “The 1.9 per cent figure compares with a peak of 4 per cent in the year to September 2008, the last full year Labour was in government.

“The only people currently doing well in New Zealand are those like chief executives who have had massive pay increases in the past year, an average rise of $200,000, as well as getting the huge and unaffordable tax cuts John Key doled out to his rich mates.

“It seems that National doesn’t care about the majority of low to middle income New Zealanders who are now bewildered about how they can cope with price increases like the 87 cents a litre extra they are paying for petrol compared to two years ago,” David Cunliffe said.

“The average household consumes 24 litres of petrol a week. Full-time workers on the average wage are now losing half the wage increases they’ve gained in the past two years just to pay for petrol.

“You can add to that higher doctors’ bills, skyrocketing food and power bills, ballooning ECE fees — unless you’re really creaming it thanks to John Key’s tax largesse for his mates, then the chances are you will be sinking more and more deeply into a mire from which it is difficult to see any way out,” David Cunliffe said.

“Times are about to get even tougher for low and middle-income Kiwis as ACT leader Don Brash exerts his far-right influence on the Brash-Key government.

“We know what Don Brash stands for. Labour will fight tooth and nail against an agenda that will devastate our country

霍建强议员表示“新西兰对种族关系的包容性让很多国家都很羡慕，我很担忧这种良好的形象会受这一小簇人的影响而有所改变”。

“在我看到这种对亚洲移民的攻击之前，就发现有一些人已经收到了这种小册子；我建议可以直接忽视他的存在，并为自己是有价值的新西兰人而感到满足”。

霍议员还表示“工党坚决站在右翼组织这种言论的对立面”。

4月18日新公布的消费者指数呈现4.5%的年通胀率，证实新西兰人要维持最基本的生活水平是越来越难了。

工党财经事务发言人大卫∙康利夫就此发表评论表示，食品、交通费的上涨让老百姓承受不了，实在没什么可以省的了。

如果没有面包、麦片、牛奶、奶酪、鸡蛋、肉和鱼，这日子没法过。

一边是物价飞涨的现实，另一边是财政部长比尔英格里希上周公然声称要打造低薪型经济，这两样如果合二为一，对新西兰家庭将等同于毒药无异。

毫无选择余地的新西兰人不得不在顾好温饱还是送孩子去看医生、或是给汽车加油之间作出选择。

国家党的作法如上调GST、对最重要的基本食物（如奶制品等）的价格上涨视而不见，表现出他们和大多数新西兰人的生活是多么脱节。

百姓生活在水深火热之中，他们还在等着约翰基2008年大选时承诺的所谓更光明的未来，只是始终等不到。

物价比任何时候涨得都快。工资不涨。

没有一个创造就业机会、提高生活水平的可信计划。

靠抬升物价，削减预算，借更多债决非真正的发展经济之道。

Kiwis can’t afford to cut back further on basics

Today’s consumers price index (CPI) figures showing a 4.5 percent annual inflation figure reinforce how increasingly tough it’s becoming for struggling Kiwi families to afford the basics, says Labour’s Finance spokesperson David Cunliffe.

“Prices are rising in areas like food and transport where Kiwis can’t afford to cut back any more,” David Cunliffe said.

“People can’t do without bread, cereals, milk, cheese eggs, meat, poultry and fish.

“Today’s inflation realities, coupled with Finance Minister Bill English’s apparent celebration last week of a low-wage economy, will prove to be a toxic combination for Kiwi families,” David Cunliffe said.

“Kiwi families all around the country are having to make the devil’s choice between putting food on the table, or taking the children to the doctor, or putting gas in the car.

“National’s increase in GST and the blind eye it is turning to increases in key foods like dairy show how increasingly out of touch it is with real life for most Kiwis.

“People have been hanging on by their fingernails waiting for the brighter future John Key promised in 2008, but it hasn’t happened,” David Cunliffe said.

“Prices are rising faster than ever. Wages aren’t.

“There is no credible plan for creating jobs and lifting incomes.

“Relying on commodity prices, cutting budgets and racking up debt is no substitute for a real economic game plan that provides a clear pathway for our national and regional economies.”

国家党没有老实承认失败――当然现在甚至连比尔英格里希本人也不再相信自己了――也并不从此着手寻求振兴经济和提升收入的途径，他们一心只求从窘境中脱身。

大卫∙康利夫说，“比尔∙英格里希辩称低薪型经济是竞争力所在，其实已经拐进一条死胡同，令人悲哀的是他还领着成千上万的国民朝死路上奔。我不知道有哪个拿着低薪干活的新西兰人会当这是优势的！”

我们永远无法、也根本不应当拿低薪经济跟崛起的亚洲经济竞争。那样做的结果只会是一个社会和经济的悲剧。

大卫∙康利夫特别指出，最近几周以来英格里希先生的表现有越来越不靠谱的势头，诸如：

• 先前他要为地震后的重建全面举债，现在却计划要出台一个“零预算”；
• 先前他力主勤俭节约，后来却放款给大员们的宝马车买单，资助彼塔∙沙坡（Pita Sharple）们的塑料毛利战船，和传媒、电影公司秘密交易；
• 主要由于他本人的一系列糟糕决策，导致严重浪费了预算――7亿多纽元巨款被拨给南坎特伯雷金融公司；
• 在对AMI保险公司的状况以及政府倒底要花多少钱来救这家公司并不知情的情况下，给了AMI一张空白支票。

与此同时，新西兰人却过着日益艰困的日子。

Finance Minister Bill English has lost the plot, pushing the case for New Zealand to be a low-wage economy, says Labour’s Finance spokesperson David Cunliffe.

David Cunliffe said the Finance Minister’s comments at the Australia-New Zealand Leadership Forum and on a weekend television programme have raised huge concerns about the Government’s lack of a plan to create jobs and raise incomes.

“Bill English, John Key and company promised in 2008 to close the wage gap with Australia. They have failed. Instead it has blown out to more than 34 percent.

“Rather than honestly admitting that failure — surely even Bill English can’t believe in himself any longer —- and adopting a plan to lift wages and growth, National is trying to spin its way out of its embarrassment.

“By arguing the advantages of a low-wage economy, Bill English has turned into a dead end street, and sadly he’s taking hundreds of thousands of Kiwis with him. I don’t know any low-wage Kiwi who sees that status as an advantage!

“We will never, and should never, aim to compete with an emerging Asian economy on low wages,” David Cunliffe said. “To do so would be a social and economic tragedy.

“Mr English’s comments have become increasingly erratic over recent weeks. He has:

• Wanted to borrow the entire cost of earthquake recovery, and now plans a ‘zero budget’;
• Advocated austerity, but funds seat-warmers for his BMW fleet, a tupperwaka for Pita Sharples, and sly deals with media companies and film studios;
• Blew the budget for South Canterbury Finance by more than $700 million, largely through his own poor decisions;
• Gave a blank cheque to AMI, without knowing the costs or the state of the company.

“All the while Kiwis are doing it tough, and finding it harder to make ends meet,” David Cunliffe said.

结果就在5月6日，电力局抱怨Genesis 公司过度收费– 这证明能源部长错了。

最新一起暴抬电价的例子简直是肆无忌惮。据悉，3月26日、27日，Genesis电力公司将平日正常的每度电70纽元至80纽元的收费标准拉抬到每度电2万纽元，仅仅7个小时的时间，用户为此付掉5700万纽元的天价电费！而按理，这个数字应当是25万纽元。

这额外暴征的5700万纽元是由诸如切尔西糖业公司、以及试图为居民提供低价产品的零售商Power Shop等新西兰商企来支付的。这样做的结果，就是打击就业机会和抬升生活费用。

大卫∙帕克说，Genesis的老板是前国家党总理珍妮∙希普利（Jenny Shipley）, 这起Genesis暴征电价事件可视之为不爱竞争、贪得无厌的例证。时下，商家与普通消费者都在经济不景的压力下求生存，Genesis竟选择这种时候，利用其市场大户的地位欺诈用户。

政府无疑会争辩说，把上述例子里电费多收的部分减回原样就好了。工党则认为这样做不够。这起事件反映了其背后更多的问题，新西兰人还在受过度收费的物价所苦，同时政府却为此辩护、放任这种状况延续下去。

暴征电价不是孤例，这表明消费者在用电上被过度收费，原因是我国电力市场缺乏有效的竞争机制，才使得那些大鳄们可以为所欲为。

2009年5月22日的商务委员会报告指出，根据斯坦福大学教授、世界知名学者Frank Wolak做的一项深度研究，发现新西兰电力企业对用户多收电费达48亿纽元之巨，相当于多收了18个百分点。

现政府允许过度收费现象持续，或者是因为他们想把股价做到最大，将来一旦再度执政，在卖掉Genesis和其他国有能源公司的股份时可以最大程度得利。新西兰不能让这种华尔街式的贪婪有一席之地。

当局恣意迟迟拖到星期五下午才宣布他们的决定，以为如此一来有关我国电力市场不完善的进一步证据不至于引起太多的公众注意–这种做法也是错误的。

能源部长5月5日对国会承认：她在上周三于自己的办公室里和电力局的主管会谈过。很可能那时他们就已经商量好公布声明的时间了。

Shocking electricity prices on 26-27 March tip of the iceberg

Labour’s Energy spokesperson David Parker says the National Government continues to to stand by and allow New Zealanders to be overcharged for their electricity.

“At a time when jobs are scarce, and business and household budgets are tight, a responsible Government would be protecting its citizens from excessive prices,” David Parker said. “Instead yesterday the Energy Minister said in Parliament that she believed electricity prices are fair and properly constrained by adequate competition.

“Today’s events — where the Electricity Authority pinged Genesis for overcharging — prove her wrong.

“This latest instance of gouging was patently excessive. It occurred on 26/27 March when Genesis Energy inflated its normal charges of $70 to $80 per MWh to over $20,000 per MWh, charging buyers of its electricity $57 million instead of $250,000 over a mere seven-hour period!

“The extra $57 million was being charged to New Zealand businesses like the Chelsea Sugar refinery and to retailers like Power Shop who try to deliver lower prices to residential consumers,” David Parker said. “This undermines jobs and increases the cost of living.

“This latest overcharge by Genesis, which is chaired by former National PM Jenny Shipley, should be called for what it was — uncompetitive and greedy. Genesis took advantage of its market power to gouge consumers, at a time when businesses and consumers alike are feeling the pinch of a flat economy.

“The Government will no doubt argue that cutting back the overcharge on this occasion is enough. Labour says it is not good enough. This event is part of a wider problem, and New Zealanders are still paying excessive prices, which the Government defends and allows to continue,” David Parker said.

“The excessive prices are yet more evidence of how consumers are overcharged for electricity, and it happened because the lack of an effective competitive electricity market means they can do just that.

“The Commerce Commission report (22 May 2009), based on an in-depth study by Professor Frank Wolak of Stanford University, a world authority, found NZ$4.8 billion of overcharging by electricity companies, equivalent to 18 per cent overcharging,” David Parker said. “Since then prices have increased further.”

“The Government allows excessive prices to continue, probably because it wants to maximise the price it would get for the sale of shares in Genesis and other energy SOEs if it is re-elected. This type of Wall Street greed should have no place in New Zealand.

“It is also wrong that the Government and their Authority have cynically chosen to release this decision late on a Friday afternoon in the belief this further evidence that there is not adequate completion in the electricity market will get less attention.

“The Minister admitted in Parliament during question time yesterday that she had met with the head of the Electricity Authority on Wednesday in her office. It is highly likely the timing of this announcement would have been discussed.”

IRD掌握了大量高度机密的信息，辜负国人的信任而将此类资讯外泄给独立的追债公司是完全错误的。

纳什表示，当然我们全都认为公平纳税人人有责，但他希望IRD在严厉打击税务欺诈时，要利用内部现有的雄厚力量和资源来解决。

如果问题属于内部资源不足，那么IRD应考虑招收更多的收税人员。毕竟，IRD告诉我们说他们为征讨税款每花出1纽元，就能回收60纽元。

纳什说，就他所知的一个案例中，纳税人的讯息被透露给了一个讨债人，而且还问纳税人是否愿意用信用卡支付逾期债务。这是对保密性的公然侵犯。

IRD的运作也依赖于新西兰人自愿提供高度机密的个人信息。纳税人的资讯必须得到高度保密，而不是随随便便就给了某家私人公司。

今年初，在一次财务与支出专项委员会会议上，斯图亚特∙纳什和工党议员宪∙琼斯（Shane Jones）向IRD明确提出：工党强烈不满IRD将纳税人的信息泄露给税务部门之外的任何第三方。

纳什强调：”我还从来没有见过有谁授权IRD把纳税人的私人资讯提供给税务局以外的代理机构的。”

他呼吁税务部长应在整个局势变得更糟、纳税人信心丧失之前对此重新审查，应立即停止这种侵犯个人隐私的作法。

IRD’s use of debt collectors unacceptable

The use of independent debt collectors by the IRD to collect outstanding taxes is unacceptable and has to stop immediately if public confidence in the confidentiality of the system is to remain intact, says Labour’s Revenue spokesperson Stuart Nash.

“The IRD holds a great deal of highly confidential information and to breach the trust of Kiwis by releasing such information to an independent debt collection agency is simply not right,” Stuart Nash said.

“Of course we all expect New Zealanders to pay their fair share of tax, and I would expect the IRD to come down hard on tax cheats, but to do so in-house using their own significant powers and resources.

“If it is a matter of in-house resource constraints then the IRD should look to employ more people in the role of tax collection.  After all, the department informed me that they receive a $60 return for every $1 spent chasing tax debt,” Stuart Nash said.

“I understand in one case, the partner of a taxpayer was given the information by a debt collector and asked if he would like to pay the outstanding debt by credit card. This is a blatant breach of confidentiality.

“The IRD also relies on New Zealanders to voluntarily provide quite a high level of personal information. Taxpayers must be able to expect the highest level of confidentiality, not have their information pawned off to an independent company.

“Labour MP Shane Jones and I made it clear to the IRD at a Finance and Expenditure select committee meeting earlier in the year that we would be most unhappy for taxpayer information to be handed to anyone outside of the department.

“I have never seen anything that gives the IRD the mandate to pass on a taxpayer’s private information to an outside agency.

“I urge the Minister to review this process before it is muddied further and taxpayer confidence is threatened.

“This breach of privacy must be stopped immediately,” Stuart Nash said.
